Blacktown LGA
Blacktown is Sydney's largest LGA with varied housing. May 2026 NSW Granny Flat Market Update
The NSW granny flat market changed materially through 2025 — both the rules and the cost base. If you're costing one in 2026, here's what's actually in play.
CDC-only pathway still dominates.
Under the Affordable Rental Housing SEPP, granny flats up to 60sqm (plus carport/verandah) remain permissible as Complying Development on blocks ≥450sqm with 12m frontage. Private certifier approval typically issues in 14–28 days. Most of our 2025 granny flat jobs ran this pathway.
Build cost May 2026.
1-bed 50sqm turn-key: $145,000–$185,000. 2-bed 60sqm turn-key: $175,000–$235,000. 2-bed premium with split-system per room, stone tops and tiled wet areas: $215,000–$280,000.
Short-stay/Airbnb tightening.
From mid-2025 several Sydney councils (Inner West, Northern Beaches, Sutherland) have applied the NSW short-term rental accommodation register to secondary dwellings. Unhosted STRA on a granny flat is now capped at 180 nights per year in non-exempt areas. Long-term rent typically yields better in Western Sydney anyway.
