Five LGAs, One Builder
Buildana builds across five major Western Sydney LGAs — Fairfield, Liverpool, Cumberland, Canterbury-Bankstown, and Blacktown. Each council has its own planning controls, contribution levies, and DA processing speeds. Choosing the right LGA for your project can significantly impact timeline, cost, and return.
This guide compares all five LGAs across the factors that matter most to builders and developers.
Council DA Timelines
Average DA processing times (2026):
• **Fairfield**: 40-70 business days (generally fastest) • **Liverpool**: 50-80 business days • **Cumberland**: 50-90 business days • **Canterbury-Bankstown**: 50-100 business days • **Blacktown**: 45-90 business days
All five councils accept CDC applications via private certifiers (10-20 business days). Buildana recommends CDC wherever possible to reduce holding costs and accelerate your project.
Development Contributions
Section 7.11/7.12 contributions vary significantly by LGA:
• **Fairfield**: $10,000-$25,000 (generally lowest) • **Liverpool**: $15,000-$40,000 (higher in growth areas) • **Cumberland**: $12,000-$30,000 • **Canterbury-Bankstown**: $15,000-$35,000 • **Blacktown**: $20,000-$50,000+ (highest in growth areas)
These contributions fund local infrastructure and are non-negotiable. Buildana includes them in all feasibility modelling.
Best LGA by Build Type
Recommended LGA by project type:
• **Custom homes (value)**: Fairfield and Liverpool — lower land costs, good lot sizes • **Duplex development**: Canterbury-Bankstown and Blacktown — extensive R3 zoning • **Knockdown rebuild**: Cumberland and Canterbury-Bankstown — ageing stock on good lots • **Granny flats**: Fairfield — closest to office, fastest approvals • **Growth area builds**: Blacktown (Marsden Park, Schofields) and Liverpool (Edmondson Park)
