What Is a Complying Development Certificate (CDC)?
A CDC is an alternative to a Development Application (DA) that allows faster-tracked approval for projects that meet predefined standards. CDCs are assessed by private certifiers (accredited certifiers) rather than council — meaning faster turnaround, simpler process, and lower fees.
In Western Sydney, CDCs are commonly used for new homes, granny flats, duplex developments, and alterations/additions that comply with the relevant State Environmental Planning Policies.
What Can You Build with a CDC?
Under the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008, the following can typically be approved via CDC:
• New single-storey and two-storey homes • Granny flats (secondary dwellings) up to 60sqm • Dual occupancies (duplexes) in certain zones • Alterations and additions to existing homes • Commercial and industrial fitouts • Demolition of existing structures
The key requirement is that the proposed development must comply with all development standards — setbacks, height limits, lot coverage, landscaping, BASIX, and other criteria.

Speed: • CDC: 10–15 business days • DA: 40–90+ business days
Cost: • CDC: Certifier fees typically $3,000–$8,000 • DA: Council fees $5,000–$20,000+
Flexibility: • CDC: Must strictly comply with pre-set standards • DA: Council can consider merit-based arguments and variations
Notification: • CDC: No public notification or neighbour consultation • DA: Neighbour notification and potential objections
